What does USPS "Notice Left (No Secure Location Available)" mean?

There was nowhere safe to leave the package, so the carrier left a notice instead.

What it means

USPS states the item is held for a number of days based on the service, usually 15, and that a second notice is left 5 days after the first. The return date is printed on the front of the PS Form 3849 notice, in calendar days rather than postal business days.
